Mix salt, oatmeal, and cocoa in a bowl and set aside. Bring to a brisk boil in a heavy saucepan the milk, butter, and sugar - boil for 2 or 3 minutes. Stir in the peanut butter and bring to a boil again. Remove from heat and pour over oatmeal mixture, stir well and drop by spoonfuls onto waxed paper.
